Make long-running work independently adoptable #48

Problem

A handover waits for background commands and subagents because their output and completion records belong to the original process. This makes detach inconvenient during long builds.

Proposed outcome

Move background ownership behind a durable supervisor with logged leases. A new session owner should be able to adopt, observe, cancel, and collect a task without losing output or violating the rule that every spawn receives a completion record.

Acceptance criteria

  • Detach does not wait for unrelated long-running work.
  • Exactly one owner controls a task at a time.
  • Output order and truncation remain deterministic across handover.
  • Process death produces an explicit terminal event.
  • Overlay sessions and subagent trees can also hand over.
